It is not possible for a rule utilitarian to consistently rule out the consideration of any negative impact of certain rule implementation or practice in the society. Due to this, a rule utilitarian is restricted by their position to even take into the account the moral opinions of persons who might be opposed to such implementation. However, the crucial point to take into account from a rule utilitarian viewpoint is that it is not only the immediate implementations consequences of a particular social practice that should be considered, but also the long-range consequences.
